PASS Region II Grievance Processing and Elevation Procedure

Please follow this procedure when filing grievances at the 1st level and when elevating grievances to the 2nd level:
- Local SSC PASS Rep will fax grievance and any supporting documentation to the 2nd Level (District) Rep. Each District Rep will have a toll free fax number provided by Regional VP. Local SSC Reps will follow up by calling the DO Rep to assure they are expecting the fax.
- District Rep will then input the grievance and any supporting documentation into the PASS Region II Grievance database When the grievance is responded to at the 1st level, the SSC Rep will fax the first level response to the DO Rep. If the grievance is being elevated to the 2nd level in accordance with Article 5 Section 8 Step 2, then the SSC Rep must also fax a letter requesting the grievance be elevated to the District manager for consideration. If a PASS Member is requesting elevation, they should follow this procedure also.
**SSC Reps and Members should follow up with the DO Rep to assure they are expecting the fax. Non-members should direct their elevations to the manager. It is not a requirement that the Union elevate the grievance to the second level for consideration. Nothing in this procedure prevents an employee from elevating their own grievance in accordance with Article 5 Section 8 Step 2.
- District Rep will then elevate the grievance (in writing) to the District level and update the database.
- PASS Region II VP will publish the fax numbers for the DO Reps and forward the numbers to all of the SSC Reps. It is the DO Rep’s responsibility to assure that SSC Reps are following this procedure.

For Updated information and copies of grievance responses from the Regional meetings. go to the PASS Region II Intranet and log in as a guest. Go to the Grievance database. Grievances are searchable by grievant, article, grievance number or status. For example, if you search the database by typing in "SCI", responses to SCI grievances will show up. I usually update that database quarterly.
